정상화 원리는 1960년대 후반 북미지역에서 인간복지개념의 하나로 대두되었다. 이 원리는 1960년대 말에 스칸디나비아의 정신지체인을 위한 복지 문제로부터 유래되었고, 그 후 북미에서 정교화. 일반화. 체계화되었으며, Wolfensberger(1972, 1977b, Wolfensberger & Glenn, b, ; Wolfensberger & Tullman, 1982)에 의해 확고하게 정립되었다. 그후 이것은 실제로 여러 사회복지 분야의 계획과 수행을 위한 일반적인 지도 원리가 되었다. 특히 이 원리는 사회에서 가치 이하로 평가된(devaluated)사람들을 위한 복지에 적용되었을 때 족절하고 설득력있는 원리이다. 그러나 이 원리는 불행하게도 정신지체 관련 분야외에는 잘 알려지지 않았고,이 원리가 복지의 질적 향상을 위해 매우 유용한 것이라고 알려져있는 곳에서도 광범위하게 수용되지 못하고 있는 실정인다.
요즈음 인간복지 분야에서 일하고 있는 사람들이 `정상화`라는 용어를 사용하지만 아직 막연하고, 피상적인 방법으로 사용한다. 정상화에 대한 많은 부차적인 정의를 제외하고 주요한 정의로 3가지를 들 수 있다. Bank Mikkelsen(1969), Nirje(1969), 그리고 Wolfensberger (1972, 1977a, b, 1978, 1980b)에 의해 주장된 것들이다. 여기에서는 Wolfensberger의 정의만을 다루기로 하겠다. 그에 따르면(Wolfensberger & Tullman, 1982) `가능한한 사람들에게 가치있는 사회적 역할을 습득,정립,유지시키기 위해 문화적으로 가치있는 수단을 이용하는 것` (Asmuch as possible, the use of Culturally Valued means in order to enable,establish
and/or maintain valued social roles for people)또는 `사람들이 문화적으로 가치있는 삶을 영위할 수 있도록 하기 위한 문화적으로 가치있는 수단들의 이용`이라고 정상화에 대해 비교적 간명한 정의를 내리고 있다.
이 정상화 원리는 시간과 공간에 관계없이 인간복지의 모든 영역에서 계획과 수행을 지도할 수 있는 지침 이론들 중의 하나이다. 이 원리의 가장 중요한 목적은 사람들이 그 사회 안에서 사회적으로 가치있는 역할을 수행할 수 있도록 하거나 지원해주는 것이다.
