In 2007, the Government of Korea presents the policy of ‘International Science Business Belt’ based on basic research skills as a creative national strategy in order to become developed countries of the 21st century. ‘International Science Business Belt’ means that national growth network which is combined with basic science and business. As well as this, global brain converges on the national growth network (the Government of Korea, 2011). ‘International Science Business Belt’ consists of one central district and two functional districts. In May of 2011, the commitee of ‘International Science Business Belt’ designated Daedeok district of Daejeon as one central district of the ‘International Science Business Belt’. Currently, in this district, action plan is going on planning phase for creating an environment of international science city from 2012 to 2017. For creating an environment of international science city, the commitee of ‘International Science Business Belt’ set four goals which are Excellent Educational Environment, Global Settlement Environment,
