Before September 11th, 2001, terrorism was quite alien a word to the majority of the world. In the deadliest terrorist strike of september11th, suicide terrorists associated with Al-Qaeda hijacked four commercial airplanes, crashing two of them into the twin towers of the World Trade Center complex in New York City and killing more than 3,000 innocent lives. Ever since then, terrorism has entered into the world’s field of vision. As a threat to the global harmony and security, and domestic social stability known as the non-traditional security factor, terrorism has been bringing a more and more positive influence on the globe. The most fundamental characteristic of terrorism is its political motivation which confines it as a political action, but being opposite to another prevalent form of political action, the war, terrorism takes non-combatants and civil objects as the objectives being attacked and impaired. However, surprisingly, the obvious concept of this ‘terrorism’ does not have any definition. The definition of terrorism is usually complex and controversial and there are now nearly 100 different ones, some of which have slight distinctions while others may even have opposite meanings. There exists a common saying that “One man’s terrorist is another man’s freedom fighter”, which means one action considered as terrorism in one country may be justice in another one. Blocked by predicament of setting a universal agreed definition, it’s pretty hard for the global society to get any further development in the filed of anti-terrorism.
