본문내용
북한의 정치체제는 주체사상과 ‘독재주의’에 근거하는 일인 일당 체제이다. 스스로는 ‘공산주의’라고 한다. 그러나 국가의 지도이념인 주체사상과 국제공산주의 운동 사이에는 큰 괴리가 있다. 한 예로 민족주의를 강력하게 표방하는 점은 공산주의의 국제성과 자체모순된다. 사실상 권력을 부계로 세습하는 상황이어서 북한이 공산주의 국가가 아닌 ‘김씨 왕조’, ‘공산왕조’, ‘봉건주의’왕국이라고 비난 받는 경우가 종종 있다. 왜냐하면 마르크스-레닌주의에서는 정당을 비롯한 계급이 소멸하도록 되어 있는데, 북한에서는 계급이 소멸되기는커녕 오히려 지배계급이 세습으로 유지되기 때문이다. 사실상 김정일이 조선로동당과 군을 장악하고 있고, 조선로동당 이외의 정당도 여러 가지가 있긴 하지만 로동당이 곧 국가라는 관점이 지배한다. 또한, 1990년대 말부터 선군정치 사상이 추가되었다. 국가원수이자 국방 전반의 최고 지도자는 국방위원장이며, 최고인민회의 상임위원장은 입법부 수장이다.3. 경 제
조선민주주의인민공화국 건국과 함께 북조선의 모든 산업은 국유화되고 농업은 집단화되었다. 그 후의 통제경제는 일관해서 중공업의 발전과 농업의 기계화를 중시해 왔다. 1954년 전후복구 3개년 계획, 1957년 5개년 계획, 1961년 7개년 계획, 1971년 인민경제 6개년 계획, 1978년 제 2차 7개년 계획, 1987년 제 3차 7개년 계획과 여러 발전 운동-천리마 운동 등으로 통제경제를 시도했지만 결과는 처참한 실패로 끝났다.
2002년 이후에 북한정부는 식량난과 경제난이 번갈아 일어나면서, 2002년 7월 1일에 드디어 7월 경제관리조치를 실시하여 경제구조를 개선하고 새로운 경제관리를 추구하고 있으며, 정부 관리들을 중국과 러시아에 파견하여 이른바 "자본주의 학습"을 시키는 것으로 알려졌다.
북한은 장마당과 시장을 인정하지 않으려고 하였으나, 2004년부터 시장을 개장하여 시민들이 생활 소비품들을 구매하도록 권유하고 있다. 북조선의 대표적인 시장은 락랑구역에 있는 통일 거리 시장과 만경대 구역에 있는 칠골시장이 있다. 통일 거리 시장은 중국의 상품 및 남한과 미국의 상품을 판매하고 있으며, 진품이 아닌 것들도 있다.
