역량기반교육은 교육이 개인과 사회가 요구하는 실천적 수행 능력을 길러주지 못하고 있다는 문제의식에서 출발하여 교육현장과 교육연구의 핵심적 화두가 되어오고 있다. 역량기반교육은 학교교육과 직업교육이라는 두 가지 전통 하에 발전되어 왔고, 각각에 대한 비판도 상이한방향에서 제기되어 왔다. 그런데 대학교육은 일견 대비되는 학교교육과 직업교육 사이의 중도적 성격을 지니는 바, 그 방향성에 대한 의문이 제기되어 왔다. 이에 본 연구에서는 대학교육커리큘럼을 설계 혹은 개편하는 데에 있어 역량기반 접근의 방향에 대해 이론적으로 논의하고,이론적으로 도출한 방향이 실제 어떻게 적용될 수 있는지 제시하기 위해 역량기반 치의학과학사과정 커리큘럼 개편 사례를 소개하였다. 연구결과, 역량기반 대학 커리큘럼의 개발 방향은(1)공통역량과 직무역량의 조화로운 구성; (2)역량의 체계적 심화 및 학년 간 연계를 통한 통합적인 구성; (3)전공과 광범위하게 관련된 활용 맥락을 고려한 교과목 구성; (4)암묵지를 실제적,능동적으로 체득할 수 있는 통합적인 교수법 및 학습환경 제공; (5)역량 활용 맥락에서의 역량평가 실시; (6)개별 역량에 도달하는 방법과 경로에 있어서 선택권을 부여하는 커리큘럼 운영으로 도출되었다. 역량기반 치의학과 학사과정 커리큘럼 개발을 위한 방법론으로 (a)요구분석과역량모델링을 포함한 분석과정, (b)커리큘럼 체계 설계 및 개발, (c)개별 교과목 개요 설계 및개발, 마지막으로 (d)커리큘럼 평가의 과정을 제시하였다. 결과물로 개발된 역량기반 치의학과학사과정 커리큘럼은 직업특수역량과 공통역량으로 구분하여 개발된 역량모델을 중심으로 역량군의 체계에 따라 과목 비중이 구성되고, 이를 통합교과 및 개별교과, 필수교과 및 선택교과,자체개발교과 및 타과 교과로 구성되었으며, 개별 교과목 개요에서는 중점 역량과 복합 역량목표를 설정하고, 내용 개요, 교수법, 평가법 등을 제시하도록 하여 개발되었다. 본 연구에서다루어진 논의와 사례를 중심으로 역량기반 대학교육과 이의 활성화를 위한 조건, 역량기반 교육을 위한 교육공학 분야의 역할에 대한 시사점과 추후 연구 주제를 제안하였다.

Competency-based education has been a significant topic of recent educational practice and research due to agrowing criticism that education has not provided students with the practical abilities they and society demand.Debates about two apparently contrasting competency approaches of K-12 education and vocational educationhave cast doubt on the validity of competency-based university curricula with complex features of both K-12 andvocational training approaches. Universities, therefore, remain reluctant to adopt competency-based approaches totheir curricula. This study discusses the validity and directions of the competency-based approach in highereducation, and provides the case of redesigning a competency-based undergraduate dentistry curriculum. Theresults indicate that a competency-based university curriculum should (1) harmonize courses for generic commoncompetency and job-specific competency; (2) deepen competencies systematically by year with interrelated courses;(3) provide application contexts of competencies which are broadly related to their major; (4) include instructionalstrategies enabling students to actively learn tacit abilities in authentic contexts; (5) adopt assessment methodsthat test student competencies in the application context; and (6) give students choices for the routes by whichto achieve goal competencies. The case of redesigning competency-based pre-dental curriculum suggests amethodology and its output curriculum. The methodology for redesigning a competency-based universitycurriculum consists of: (a) an analysis phase that includes need analysis and competency modeling, a design anddevelopment phase that includes (b) the design and development of the curriculum structure and (c) individualcourse outline, and (d) curriculum evaluation. The output curriculum is structured as a job-specific competencycourse group and generic common competency course group, with weight allocated by the competency coursegroup and made up of integrated/individual courses, mandatory major/elective major courses, and departmentdeveloped/outsourced-from other-department courses. The course outline includes the definition of critical targetcompetencies and additional integrated target competencies, content overview, instructional strategies, andassessment strategies. The implications of competency-based university education, practical strategies forimplementing competency-based education in universities, and role of the field of educational technology arediscussed along with future research recommendations.
