[Abstract]

The Royal Court of the Ming Danasty established Zhiranju(織梁局), What is called an administrative agency in charge of Textile accounts at Suzhou(蘇州) province and Hangzhou(杭州) Province in order to supply the Textiles to The Central Government. In the first reign year(1368) of emperor Hong-Wu the Zhiranju was established at Suzhou and in the 2nd(1369) year of his reign the Zhranju did at Hangzhou. Those offices followed strict rules in relation to weaving method of Textiles and quantity of Textile. Furthermore these authorities concerned have no choice but to obey the accounting regulation about textile which sent to Beijing yearly. According to total quantity of textiles which was delivered to the Central Government, Zhejiang-Buzhengsi(浙江布政司, Local Office for Transmitting policy at Zhejiang Province) was in charge of 40% nearly. By order of the Emperor, Eunuchs(such as the Weaving Taiguan, 織造太監) who took mission of incomings and outgoings of textiles at the Royal Court leaved for Suzhou and Hangzhou. By the way, whenever these Eunuchs was sent for this region, it occurred to incur staggering and huge non-operation expenses into national finance. the governmental procurement of such a expenditure also gave the Royal Court of the Ming Dynasty headache. Even governmental officer named Yushi(御史, officer who impeached the textile Commissioners or Eunuchs who took a charge as textile treasurer for The financial scandal) was awed into obedience and keep silent under the power and the arrogance of them. On the pretense of Public affairs, these Eunuchs took the unofficial or private interest. For example, although they needed one article, they produced one hundred articles. As a result, interests attributed to Eunuchs and the Royal Court of the Ming Dynasty became the object of resentment. Moreover this kind of public affairs caused demage to the common people and the Central Government shouldered great responsibilities of a series of calamity.
