This study is an attempt to explore and to identify the functional roles of principal and vice principal in the elementary school administration.In this study sample groups of teachers, administrators, principals and vice principals were asked to answer questions by filling out questionaire. Also, to gain the information needed, legal documents were consulted, class room teachers, principals and vice- principals were interviewed.
The following three considertions form the basis of this study:
1. Criticism about the article 75, standing Educational law which deals with the responsibilities of principal and vice-principal in the elementary school administration.
2. In determining the basic considerations for the desirable principles, the data obtained were analyzed, organized, and utilized as they lent themselves to the purpose of the study.
3. Identity and diffrentia in roles and responsibilities of the principal and vice-principal in elementary school administration.
The most outstanding results are the following:
First, Educational Law now in force should be more clearly descriptive and detailed. Second, actual status and their opinions are very variously reflected according to their professional and personnel backgronds. However, teachers under the similar conditions shows a common tendency.
Third, Under the similar condition and circumstance, the responsibilities and roles of principal and vice-principal may be found certain similarity. However, according to the diffrentia of conditions the responsibilities and roles of principal and vice-principal should be more functional and operational in quantatively.
Results of the study reveal that Educational Law has to be effectively planned and directed in the light of current needs, problems of the elementary school administration. Efficient organization and administration of this type of education is in the hands of competent principal and vice-principals whose competences, in order to be functional, have to be operationally defined in. terms of the roles they have to play in carrying out the mission of the schools where they have to serve.
