University administration should be more efficient and professionalized. In this study we examined university administration structure and conditions of personnel management. Based upon these, the study recommednt policy recommendations to improve university administration. The policy recommendations are divided into those for the university administration structure and those for the personnel management.1. Policy recommendations for the improvement of university administration structure
1) In order to ensure academic freedeom and the autonomy of the university administration it is required that national universities be changed to independent coporatitons which have self-governing authority. For this " the law of national universities" should be enacted instead of present " the devree of national schools "
2) The presidential decree of bational schools should be revised in order to reorganize the main office of Pusan National University (P.N.U). The structure of main office shoule be changed into a purpose - function or a function - puopose structure.
3) Based upon the second recommendation, Policy opitons for the reorganization of Pusan National University are the followings.
a) The main office of university administration have purpose- oriented strucure with functional differentationl.
b) THe main offive maintain functional task oriented structure,but have separate structure with independent function.
c)Without having the revision of present presidential decree of national schools the main office have additional support structure which is not regulated by law and decrees.
4) College structure of P.N.U that place main office and departments could be reorganized. One option is that it has the section of academic and students affairs instead of saparate sections.
5) The affiliated organizations of P.N.U. should be changed into dual system. According to the size and complexities of tasks they are classified into organizations directed by the president and organizations directed by main office of university administration
2. Policy recommendations for personnel management of University support staff.
1) The fomular for the calculation of the number of support staff should be developed
2) The total numer of support staff could be reduced in regards to the changing tasks, automation of office work, and structure reorganization.
3) The present reversed piramidal structure of administrative system should be reorganized. For this , the support staff should be assigned to department
4) In order to ungrade the autonomy and professionalization of university administrative and support staff the university should have the authority on personnel management such as appointment and trasfer of personnel , and the personnel induction program.
