초등학교 내에서 실시되고 있는 방과 후 아동지도 프로그램을 보면 방과 후 아동지도의 궁극적인 목적이 취업모 자녀를 포함하여 방과 후 자기 보호 아동의 신체적 안정과 정서적 안정을 돕는 것이라고 제시되어 있고, 아동의 흥미와 발달적 욕구를 충족시키는 활동을 통하여 전인교육과 사회성 발달을 도모한다는 하위목표를 설정하고 있다는 것을 알 수 있다. 이런 목적을 달성하기 위해 기본생활 습관지도, 숙제지도 및 학습지도, 특활활동 등 각종 활동들이 제공되고 있는데, 방과 후 아동지도 시설의 양적 팽창과 더불어 다양한 프로그램을 어떻게 활성화시킬 수 있는지에 대한 연구를 요할 것이다. 따라서 본 연구에서는 초등학교와 각 보육시설을 방과 후 아동지도 프로그램의 실정을 비교·분석해 보고 발전적이고 효과적인 방과 후 아동지도 프로그램을 마련하는데 기여하고 보다 나은 방과 후 아동지도 보육 프로그램으로 진일보할 수 있는 토대가 되었음 하는 바램이다.영어 초록
An increasing number of married women taking part in public affairs in the process of the rapid development of contemporary society led after-school childcare of elementary low graders to emerge as one of the most serious social issues. For that reason, the government has tried to resolve such a problems as this. With this in mind, this study made an attempt to establish strategies for vitalizing after-school childcare programs in order to provide quality services to children and for parents to be able to guarantee their career in a stabilized way by complementing the cost of childcare, a shortage of related facilities, the expansion and efficiency of the facilities. Resultant findings were revealed, as follows:First, the result of having analysed homes in need of after-school childcare indicated that the number of dual-income couples occupies a substantial ratio, most of whom represented the response that they certainly needed after-school childcare.
Second, the result of having asked questions as to what effects after-school programs had on children and as to what programs are considered to be most efficient by parents, revealed that children undergone considerable changes out of after-school childcare programs, which were of much help to their development of learning and sociality.
Third, as a result of having investigated the operation of after-school childcare facilities, the problem of facilities was found not to be resolved at a government level but for the most part had recourse to their own internal resources or by the help of other facilities. In consequence, this matter necessitated a practical measure for the cost of childcare.
On the basis of the aforementioned results, strategies for vitalizing after-school childcare were proposed, as follows:
It is required to establish and operate childcare facilities near elementary schools or homes with children for the purpose of operating after-school childcare programs. After this has been preceded, it should be effectively propagated to childcare teachers, schools, even to offices of education and homes.
Second, it is recommended to reinforce hobby and functional programs and train voluntary service providers and specialized guides. Futhermore, it is also needed to develop such hobby and functional classes as can induce children to arouse interest and parents to take part in long-term programs, along with the inducement of responsible and incessant activities through the reeducation of volunteers and regular monthly or general meetings of volunteers. In addition, the development of systematic and specialized education programs is necessary.
Third, the formulation of a plan to support childcare facilities by policy is required. First of all, as for support to children at different levels, the reduction or discount of the cost of childcare should be offered to the children of the lower-income bracket and to homes with more than two children when they are admitted to a childcare facility. Furthermore, systematic support should be provided so that children could not feel a sense of incompatibility at an after-school childcare center, in consideration of the economic level of every home.
Fourth, as regards support to the reinforcement of facility functions, it is required to check if the facilities in use are appropriate to the safety of children by facility inspection and then to pay the expenses to reinforce corresponding facilities. Concretely speaking, expenses for educational materials or the welfare of children and so on be expanded in support.
